Carbon dioxide (CO2) level is one of the main indicators of air quality within buildings. The higher the concentration, the more tired people are and ability to focus on anything plummets. Very high concentrations (some sources state as low as 2000 ppm and up) can cause physical symptoms like headaches, nausea etc.
For example we have a law in Czech republic saying the upper limit of CO2 concentration has to be below 1,500 ppm and a sufficient ventilation, either natural or forced, has to be has ensured (see Decree No. 20/2012 Sb [link in in Czech language].)
